Better Health Services – Whole of Systems Changes

Reorienting health services to address public health threats including an aging population and the growth of chronic diseases is high on the policy agenda of many countries including New Zealand.

However, an under-developed international and NZ specific evidence base around health service transformation means that attempts to reorient services in ways that are consistent with early detection and prevention are prone to failure.

ESR projects contribute to the emerging evidence based around whole system change to inform District Health Board and Ministry of Health policy/decision making by researching what has enabled or hindered what is possibly New Zealand’s most complete example of whole system change – the government’s reinvestment in child and adolescent oral health services.
