Based on literature reviews and discussions with water resource management tool end-users, developers and stakeholders, we explored the drivers and barriers to tool development and use. Despite an increasing supply of resource management tools, it appears that their take up and use is lagging behind. The human dimension plays a big part when it comes to barriers to successful tool implementation. Improving our understanding of social processes surrounding resource management tools will lead to better outcomes for all.
